Your personnel management
Information on the employment contract
Your HR department is responsible for all questions relating to recruitment. Questions about payroll accounting are answered by the payroll administrator . In some teams, one person is available for both topics(integrated processing).
As an applicant, you will receive recruitment forms to fill in and an explanatory information sheet from Human Resources Management. We require the forms sent to us to be completed, signed and returned. It is also necessary to apply for a certificate of good conduct of document type 0 for submission to an authority. Our authority reference number is P6439. Certified copies of all requested documents (available from the Citizens' Office at your place of residence) or the original documents (for copying) must be submitted to Human Resources Management. Please do not send originals by post. If you are coming in person, please make an appointment in advance so that your clerk can take time for you.
Scientific personnel
On the basis of Section 2 (1) WissZeitVG (state funds) 6 years before doctorate, 6 years after doctorate, taking into account "unused doctoral periods" if applicable.
On the basis of Section 2 (2) WissZeitVG (third-party funding) depending on project duration and (sub-project) tasks.
Medical staff
On the basis of § 2 Para. 1 WissZeitVG (state funding) 6 years before doctorate, 9 years after doctorate.
On the basis of Section 2 (2) WissZeitVG (third-party funds) depending on the project duration and (sub-project) tasks.
Non-scientific staff
On the basis of the Part-Time and Fixed-Term Employment Act (TzBfG) 2 years without objective reason. Fixed-term contracts are also possible with a material reason, for example for substitution, for tasks of limited duration, etc.
Are there any regulations on how often a new contract may be concluded within these duration standards (state funds) and for how many third-party funded projects?
There is no limit to the number of contracts. Short terms should be avoided.
In principle, the conclusion of contracts for state-funded scientific and medical staff is based on the Wissenschaftszeitvertragsgesetz (WissZeitVG) and the Weiterbildungsordnung (WBO) of the Ärztekammer Niedersachsen.
In the case of externally funded projects or sub-projects, the employment contract is based not only on the research task described in terms of content but also on the budget. You can find out about fixed-term employment options for non-scientific staff by contacting your HR department.
Devision I Human Resources/Organization of Hannover Medical School has the authority under personnel law to conclude employment contracts and recruitment commitments.
One of the prerequisites for employment is an examination by the Occupational Health Service. Please make an appointment for this at +49 511 532-3491.
The employment contract is issued once all the necessary formalities have been completed.
This means: the funding for the recruitment application has been fully clarified, the company medical examination has been completed, all participation rights have been upheld (staff representatives, equal opportunities, etc.) and all documents relevant to the recruitment process have been submitted by the applicant.
If necessary, we require a valid residence permit and a work permit.
For EU citizens, a valid original passport or a certified copy of the passport is sufficient for presentation to your service partner in Human Resources Management, as EU citizens enjoy freedom of movement.
For non-EU citizens, it is necessary to apply for a valid residence permit directly at the immigration office in your place of residence, which allows you to work as an employee in Germany. The same applies to a work permit. Coordination and processing is carried out by the immigration office. For further information, please contact the Immigration Office in Hanover or the Federal Foreign Office, for example.
Information on remuneration, social security and tax law
We require your tax identification number (tax ID) for data exchange using electronic wage tax deduction features (ELStAM). The tax ID is an individual, eleven-digit number. In 2008, the tax ID was issued once to all citizens of the Federal Republic of Germany and since then has been issued automatically at birth. Foreign nationals can now obtain it from their current local tax office on application.
If you have forgotten your tax ID, you can obtain it again from the Federal Central Tax Office (BZSt).
When you start work for the first time, first select a suitable health insurance policy for you from the statutory health insurances on the market. If you do not make a selection, you will be registered with the statutory health insurance company AOK after being hired by the employer. The health insurance company will contact the statutory pension insurance company. They will then issue you with a pension insurance number. You will then also receive a health insurance number from the health insurance company. Registration with the statutory long-term care insurance is automatic in this context. Find out about the registration formalities directly from the health insurance companies.
If you are above the income limit, you will receive a written notification from your compensation office. You can then either take out private health and long-term care insurance or take out voluntary insurance with a statutory health insurance fund. You can find out about the advantages or disadvantages of the respective insurance from your current health insurance company and/or a private health insurance company. In any case, if you are exempt from health and long-term care insurance, you must transfer the contributions to the health insurance fund or health insurance company yourself. You will receive a subsidy from the MHH towards health insurance and long-term care insurance contributions with your salary payment if you have submitted a declaration to this effect with the relevant evidence to your remuneration office.
Please enquire directly with your professional insurance company (physicians' pension scheme, veterinarians' pension scheme, pharmacists' pension scheme) about the modalities applicable there and provide proof of affiliation to the employer MHH. According to current case law, you must apply for a new exemption from the pension insurance obligation each time you change jobs.
The monthly fee is paid on the last day of the month (payday = last working day) for the current calendar month.
For all special forms of work, such as on-call duties, a work record must be completed and submitted to the remuneration department via the official channels with the express approval of the person responsible for the department. Payment of the remuneration due under the collective agreement is due "two months in arrears". This means that service performed in the month of October will be taken into account with the December pay slip if the proof is submitted on time.
You can save money and take out a contract with an appropriate provider.
As a full-time employee, you receive an employer's contribution of 6.65 euros per month and can save up to 40.00 euros. You decide on the type of capital-forming benefits you want (building society savings contract, savings plan, life insurance, etc.) and contact a provider. The provider will conclude a contract with you and will probably issue you with a "copy for the employer". Please submit this to the relevant compensation office.
In principle, capital-forming benefits can be taken into account for the current month and a maximum of two previous months in a calendar year. Please make sure that the contract shows a start date, a monthly savings amount and an intended purpose. Of course, your signature is also very important. If the contract reaches the remuneration processing department by the 15th of the month, it can still be taken into account for the current billing month.
