Without a Staff Council there would be:
no internal protection for employees
no right to have a say in changes
no representation of employees' interests vis-à-vis the employer.
Based on the Lower Saxony Staff Representation Act (NPersVG), the Staff Council has legal rights but also obligations, which relate, among other things, to
the promotion of occupational health and safety, gender equality, the promotion of work-life balance ...
Our main task is to ensure that legal regulations are complied with for the benefit of employees.
We stand up for the interests of MHH employees on a daily basis.
- We listen to you and are happy to advise you.
- We support you with issues relating to statutory or collectively agreed regulations, such as salary classifications, contract extensions or notice periods.
- We help you to assert your interests, e.g. structural regulations, personnel measures, restructuring in the company, duty roster, round tables, etc.
- We try to protect you from psychological hazards.
- We shape working conditions in a variety of ways, e.g. overload reporting procedures, service agreements, agreements with the Presidium.
- We agree on solutions to conflicts with superiors or colleagues in your departments.
- We mediate in the event of warnings or dismissals.
- We use our legal right to co-determination by negotiating service agreements.
In addition to working with the Youth and Trainee Representation (JAV) and the Representative Body for Severely Disabled Persons (SBV), the members of the Staff Council are active on your behalf in many committees, commissions and projects. Here is an abbreviated list.
University Council, Senate and Clinic Conference
To promote equality between women and men and the compatibility of family and career, we represent your interests in the "Family-friendly university" audit, daycare center committee and gender and diversity at the MHH.

The Staff Council is responsible for monitoring compliance with applicable laws and regulations, such as accident prevention regulations and occupational health and safety in general, by supporting projects for conversions and new buildings such as MHH 20xx ... ...
A central task of the Staff Council is to ensure compliance with protective regulations for employees. These include the Occupational Health and Safety Act, the Hazardous Substances Ordinance, the Display Screen Guidelines, the Maternity Protection Act and the Workplace Ordinance.
Changes to social facilities such as recreation and break rooms are also subject to co-determination by the Staff Council. The design of workspaces, work equipment and the selection of personal protective equipment must be agreed with the Staff Council.
Once a week, the chairpersons of the Staff Council and the management of Devision I meet for a departmental meeting. At this meeting, current issues relating to certain personnel measures and other topics from the Staff Council's area of responsibility are discussed.
This regular exchange offers the opportunity to make suggestions on the organization of employment relationships.
Your suggestions for positively influencing employment relationships in your areas can be submitted to the employer in this way.
The interests of young people are also taken into account in cooperation with the Youth and Trainee Representation (JAV).
The Staff Council works on the basis of the Lower Saxony Staff Representation Act. The 25 members meet once a week, where they have to process a wide range of requests from the department and make decisions on them . They also exchange current information and can discuss and decide on their own activities. The resolutions passed are forwarded to the department. Staff Council meetings are not open to the public.
Many of the proposals submitted are subject to co-determination of the Staff Council. These include, for example
Recruitment, groupings, ordinary dismissals, extension of employment contracts, changes to working hours, granting of leave, occupational health and safety measures and much more. In order to implement these requests, the employer needs the approval of the Staff Council.
In addition to co-determination, there is another form of Staff Council involvement, known as consultation. This includes extraordinary terminations and probationary period terminations, warnings, organizational changes, privatizations, planning of new buildings and conversions as well as leases. In the consultation process, the employer must listen to the Staff Council's opinion and can then decide on its own.
However, the Staff Council can also take action itself. In matters that are subject to its co-determination, the law provides for a right of initiative for the Staff Council to submit proposals to the department. The Staff Council can set up an economic committee to discuss economic matters with the employer.
