Long term study fees
You must pay long term study fees if the number of semesters you have studied at one or more German universities exceeds your study credit.
University semester refers to the total number of semesters studied at a German university.
Semesters in which you were enrolled and on academic leave also count as university semesters, but do not affect your study credit with regard to long term study fees.
Semesters in which you were enrolled for the purpose of a doctorate after completing an undergraduate degree with the sole aim of obtaining a doctorate also count as university semesters, but do not affect your study credit with regard to long term study fees.
The standard period of study is the time required to successfully complete a full-time course of study.
The standard period of study can be found either in the respective study regulations or in the respective licensing regulations for the study programmes.
According to § 12 NHG, your study credit is determined by the standard period of study of your study program(s) and a kind of "bonus" of 6 semesters. In the case of an undergraduate degree program (e.g. Bachelor's or state examination), the study credit is thus calculated from the standard period of study + 6 semesters. In the case of a consecutive (postgraduate/supplementary) Master's degree course, the credit balance is increased by a further 4 semesters.
This results in the following study credits by study programmes:
- Model degree program in Human medicine: 13 semesters standard period of study + 6 bonus semesters = 19 semesters of study credit (payment of long term study fees from the 20th university semester)
- Dentistry: 11 semesters standard period of study + 6 bonus semesters = 17 semesters of study credit (payment of long term study fees from the 18th semester)
- Master's in Biochemistry and Biomedicine- Master: standard period of study Bachelor, usually 6 semesters, + 6 bonus semesters + 4 Master's semesters = 16 semesters of study credit (payment of long term study fees from the 17th university semester)
- Biomedical Data Science - Master:
- Standard period of study Bachelor, usually 6 semesters, + 6 bonus semesters + 4 Master's semesters = 16 semesters of study credit (payment of long term study fees from the 17th university semester)
- Standard period of study state examination 13 semesters + 6 bonus semesters + 4 Master's semesters = 23 semesters of study credit (payment of long term study fees from the 24th semester)
- Second degree in human medicine or dentistry (due to career aspirations in oral and maxillofacial surgery):
- 30 semesters of study credit according to the new licensing regulations for dentistry (payment of long term study fees from the 31st university semester)
- 28 semesters of study credit according to the old licensing regulations for dentistry (payment of long term study fees from the 29th university semester)
The study credit is not used in semesters in which the student is on leave of absence.
- is on academic leave,
- is actually looking after a child within the meaning of § 25 para. 5 Federal financial aid who has not yet reached the age of 14 at the beginning of the semester,
- Nursing a close relative,
- is active as an elected representative in a body of the university, the student body or the Studentenwerk Hannover or
- holds the office of Equal Opportunities Officer
- can provide evidence of previous enrollment exclusively for doctoral purposes.
Please note that nos. 4 and 5 apply for a maximum of two semesters.
If you are affected by the long term study fees and one or more of the above points apply to you in the current or past course of study, please submit an application for exemption to the Student Office with the relevant evidence.
The long term study fees are 500 euros. If you have to pay long term study fees, you must therefore pay 500 euros plus the semester fee (according to § 13 para. 1 sentence 1 NHG).
Yes, an exemption/(partial) waiver of the long term study fees is possible under certain conditions (according to § 13 para. 1 NHG or § 14 para. 2 NHG).
To be exempted from the long term study fees, submit the application for exemption/(partial) waiver of the long term study fees together with the necessary evidence to the Student Office within the re-registration period. In urgent exceptional cases, the application can be submitted up to 4 weeks after the start of lectures at the latest.
You are exempt from the long term study fees if
- you are looking after a child under the age of 14 (within the meaning of § 25 para. 5 Federal financial aid)
- you are Nursing a relative
- you are in your practical year in accordance with the licensing regulations for physicians
- the consumption of your study credit is sufficiently reduced due to a previous enrollment exclusively for doctoral purposes.
You can receive a (partial) waiver of the long term study fees in cases of particular hardship, especially if your studies are delayed
- has been extended due to a disability or serious illness or if it has been
- has been extended because you have been the victim of a criminal offense.
Proof required for exemption from the long term study fees due to childcare:
- Birth certificate of the child (only if applying for the first time) and
- Current household certificate or extended registration certificate

Proof required for exemption from the long term study fees due to Nursing of a close relative:
- Expert opinion from the medical service of the health insurance company on the need for care and
- Confirmation of the provision of Nursing care
Proof of entry to the "practical year" will be sent to us directly by the LPA or the teaching hospitals
- If you have to postpone or delay entry to the "Practical Year" after re-registration, please transfer the outstanding long term study fees to the MHH contribution account immediately.

Explanatory notes on the application for remission or partial remission of tuition fees
According to § 14 para. 2 NHG, tuition fees can be partially or fully waived if the collection of fees would lead to undue hardship.
Undue hardship is generally deemed to exist in the case of
- effects of a disability or serious illness that extend the period of study,
- effects of being a victim of a criminal offense that extend the period of study.
The application for a waiver or partial waiver of tuition fees must be accompanied by the following documents, depending on the reason for the requested waiver:
Proof of the effects of a disability or serious illness extending the period of study:
- Detailed description that makes the effects of your illness on your studies plausible. Please also state when and for how long your illness has reduced your ability to study.
- Certificate from an official physician that clearly states for which periods and due to which illness your ability to study was so reduced that you were no longer able to pursue your studies properly.
Proof of the effects of being the victim of a criminal offense that extended your period of study:
- Submission of state certificates or attestations from relevant Facilities or Institutions
