FAQ University choices
The university elections take place every year in January/February.
In the years with an odd number , the representatives of the member groups in the Senate and Section I, Section II, Section III and Section IV (with the exception of the student group), the representatives of the professional or member groups in the Clinic Conference, the doctoral student representatives and the Student Parliament are elected.
In years with an even numbered year, only the election for the Student Parliament is held.
MHH employees and students elect their representatives for the various bodies and committees, each separated according to professional or member groups. These bodies and committees include the Senate, Sections I-IV (with the exception of the Student Group), the Clinic Conference, the Doctoral Candidate Representation and the Student Parliament. The representatives are elected from their own professional or member group.
Only members of the university have the right to vote and stand for election:
- The right to vote entitles you to take part in the elections and cast your vote.
- The right to stand as a candidate allows you to run for office and be elected.
According to the Lower Saxony Higher Education Act (NHG), you are considered a member of the university if you work at least 50% of the time. If you work less than 50%, you are a member of the university and do not have the right to vote.
Your affiliation to a professional or membership group is determined by your current professional activity. Therefore, it is not your education but your job description that is decisive when choosing a university at the MHH. The decisive factor is always the formative component of your activity.
This means that an academic title such as a doctorate does not automatically lead to you being assigned to the scientific staff group if the majority of your tasks are in the administrative area.
Which bodies or committees you are allowed to vote for depends on your individual eligibility to vote. During the display period of the electoral roll, you have the opportunity to check your entry and ensure that all details are correct.
At the election itself, you will then only be shown the ballot papers for the bodies and committees for which you are entitled to vote. Each ballot paper also clearly states the maximum number of votes you may cast.
If you inadvertently mark more candidates than permitted, the voting portal will inform you of this. You then have the opportunity to correct your selection.
Alongside the Presidium and the University Council, the Senate is the central body of the MHH. Its 13 members help determine the future direction of the university. They take a position on all self-governing matters of fundamental importance. In agreement with the Presidium, they decide on the MHH's regulations, for example the basic regulations, the equality plan and the development and economic planning.
Sections I - IV report to the Senate. They are primarily involved in academic procedures, for example doctoral, habilitation and appointment procedures.
The Clinic Conference advises the member of the Presidential Board responsible for Patient Care, particularly on important structural changes or the economic plan for Patient Care.
The Doctoral C andidates ' Representation advises on issues concerning doctoral candidates and makes recommendations to the university's governing bodies. As a rule, the doctoral student representatives attend Senate meetings in an advisory capacity.
The Student Parliament elects and monitors the General Students' Committee (AStA), exercises budgetary rights and adopts the budget drawn up by the AStA.
The representatives of the member groups in the Senate and the sections are elected according to the principles of personalized proportional representation. The elections are based on election proposals that can nominate several candidates (list election proposals) or one candidate (individual election proposals). When nominating candidates, at least 50 percent of the candidates should be women (Section 16 (5) sentence 2 NHG).
In practice, this means the following:
After the deadline for the submission of election proposals has expired, the election management determines whether a majority or list election will take place, i.e. which election procedure is to be carried out depends entirely on how the candidates behave:
If there are only individual election proposals or only one list election proposal for a member group, the group is elected according to the principles of majority voting.
In all other cases, a list election takes place.
Example: In the Senate, two seats are to be allocated in the group of academic staff. After the deadline for submitting election proposals has expired, three individual election proposals and one list election proposal have been submitted in the group. This means that the group is elected according to the principles of list voting and the individual election proposals are treated as separate lists.
In the event of a list election, the applicants of individual election proposals can enter into a list association. The joint declaration must be received by the election management no later than the third lecture day after the deadline for the submission of election proposals.

The representatives of the professional or member groups in the Clinic Conference, the doctoral student representatives and the Student Parliament are elected according to the principles of majority voting. The elections are based on election proposals that can nominate one candidate (individual election proposals).
Information on the candidates, the election results and further details on the university elections can be found in MHH's internal SharePoint. To access this information, however, you need intranet access.
In general, the Polyas dialing system is compatible with all common Internet browsers: Chrome, Firefox, Internet Explorer, Opera and Safari. However, it is important that you update your browser regularly to maintain the security of your Internet connection.

Yes, voting on a smartphone is just as easy as voting on a laptop. The following browsers are supported by the Polyas online voting system: Chrome, Safari, Internet Explorer and Firefox. Please make sure that your smartphone is equipped with the latest version of the browser you are using to ensure a secure connection to the Polyas voting system.
MHH employees need their MHH user name and password to cast their votes.
MHH employees without an MHH user name will receive a voting ID and password in good time before the university elections.
MHH students will need their S-identifier and password to cast their vote.

There are several reasons why your identifier is not accepted:

You are not entitled to vote.
Only members of the university are entitled to vote. According to the Lower Saxony Higher Education Act (NHG), a person is considered a member if they are employed at least 50% of the time. If this is less, you are a member who does not have the right to vote. -
Your membership status is suspended.
This may be the case, for example, if you are on parental leave or are temporarily not considered an active member of the university for other reasons.
If you have any questions about your membership status or voting rights, please contact the Electoral Office of MHH.
If you do not see all the expected ballot papers, this may be because the election for a particular committee or body has been canceled. This happens if no more candidates have put themselves forward than the number of seats allocated to the respective group. In this case, the appointment is automatic and no vote is required.
Your individual eligibility to vote depends on your activity. In the MHH university elections, it is not your education but your job description that is decisive. During the display period of the electoral roll, you had the opportunity to check your assignment and, if necessary, to lodge an objection. No more changes are possible during the election.
